The purposes of this draft Order in Council are explained in the note, attached above the draft, for the Secretary of State's use should he attend the Privy Council at which the Order is taken. I mentioned our intentions to

Brigadier MacDougall who is in full accord with them.

As will be seen from my minute overleaf, this form of procedure was quite new to me and I felt some doubts about it but these are met by Mr. Hastings' minute. A copy of a similar

Prerogative Order affecting the Hong Kong University is flagged A at No.9 on this file. As the Order, if approved, is to be made under the Prerogative, there is of course no question of laying before Parliament.
